[Toki has been meaning to talk to Gongenzaka again one of these days, after their last awkward texting. He's gone through four phones since then; it's been a while. He's talked to Yuya about trying to make more of an effort for his best friend, but ultimately did nothing. Things happened, he forgot, the usual. However, Jail's little project was the perfect excuse; he can say he'd made an attempt to engage in conversation with Gongenzaka, and also maybe get someone to do all the important work for him.
